Where can I find more information on the Rule that governs the Main Extension Process?

Can I use my own engineering firm to design the project?

The Applicant shall submit preliminary engineering design as detailed in the Developer’s Guide to Main Extensions and Cal Water will perform the complete water design and make any changes necessary at its own discretion. Deposits are collected based on current material costs and Cal Water’s Overhead and Labor Rates. Upon completion of your project and once actual costs are determined, Cal Water’s Accounting department will either issue a refund or require additional funds, as applicable.

Does Cal Water have standard specifications and drawings/details?

Yes; however, they are not publicly available and will be incorporated into the project specific plans. 

Can I perform construction of the water main?

You have the option to install the water main using your own contractor. If you choose not to, Cal Water will provide a contractor for you. The complete cost of construction will be borne by the developer. All tie-ins to Cal Water’s existing distribution system shall be performed by Cal Water’s contractor. If using your own contractor, license, insurance, project references, and additional information may be required by Cal Water prior to construction.

Are deposits refundable? If so, where can I find more information about the timing and amount of any potential refunds?

Cal Water will determine whether the project is contributed or fully/partially refundable based on Operating Rule No. 15, set forth by the California Public Utilities Commission. Please refer to Rule No. 15, Section C.2 for more information.

What fees will I need to pay and where can I find information on them?

Please refer to Rule No. 15, Section C.1. for amount and applicability of fees such as the Special Facility Fee or Development Offset Fee. These fees are collected to pay for supply and supply related projects so that we can continue to serve expanding growth and ensure our existing customers do not bear the cost of new development projects.

Who will obtain permits for my project?

As part of design services, Cal Water will submit and obtain any necessary variance approval from the Division of Drinking Water of the State Waterboard. If the project is a Utility Install, Cal Water will obtain any additional necessary permits. If the project is an Applicant Install, all other permits shall be obtained by the Applicant.

Why am I being asked to provide an easement?

If the project facilities are not located within the ROW, Cal Water will require land rights through either a Public Utility Easement (or equal) or a dedicated, non-exclusive private easement of dimensions to be specified on the design drawings.

I paid for my project plans and estimate a year ago, and now I want to sign a Main Extension Agreement and build my project. Why am I being asked to deposit more funds?

Cal Water reserves the right to re-estimate a project that has a cost estimate more six months old to account for changes in material and construction costs.

How can I assign my Main Extension Agreement? Are there any limitations on when I can assign it?

What is the customer responsible for after installation? What are the limits of ownership?

In general, the customer is responsible for all piping that is past the water meter. Cal Water will maintain the service line from the main in the street up to and including the water meter.

Why is my project not tied into the system even though construction of the water main is complete?

The water main serving the new development will be tied to the system only after all required documents are complete such as executed Main Extension Agreement, recorded easements (if any), Recorded Tract Map (if any), and Quitclaim Deed for underground rights (if any).
