Who is my local district representative?
You will need to contact your local district representative via phone or email to begin a project. Contact information can be found on the appropriate district page. (See the Find My District page if you don’t know which Cal Water district your project is in.)
How do I Apply for a New Main Extension Project?
Contact your local district representative when you are ready to apply for a new main extension project. All main extensions are managed with respect to Operating Rule No. 15 – Main Extensions, set forth by and on file with the California Public Utilities Commission.
Once all project requirements are received and verified complete (including the initial deposit), Cal Water will begin the design process. Outside firms are not allowed to perform water main design, so all design will be performed by Cal Water or an agent of Cal Water. Estimated turnaround time for completed design is 45 days. Any back and forth between the Applicant and Cal Water will stop the design clock, which will only resumed after the issue is resolved. The final design of the water main will be determined by Cal Water and will adhere to the Cal Water’s design standards.
How do I Apply for a New or Upgraded Service?
Fill out a 1318 Form [link] and submit it to your local district representative.
How do I Obtain a Will Serve Letter (WSL)?
To obtain a Will Serve Letter, contact your local district representative. The estimated turnaround time for a WSL is one month or more. Be prepared to provide project-specific information including development type, number of lots or square footage, estimated water demand, buildout schedule, and preliminary maps and plans.
Does my Project Need a Water Supply Assessment (WSA)?
If your project meets the threshold for a Water Supply Assessment as defined by Senate Bill 610 or required by Cal Water (the Utility), please contact your local district representative. The WSA must be commissioned by the water purveyor (Cal Water) as required by Senate Bill 610. Outside WSA’s prepared by anyone other than Cal Water or an authorized agent will not be accepted. Estimated turnaround times for a WSA is three months or more. Expedited requests cannot typically be accommodated.
