What is this, and how can I participate?
Cal Water and the California Public Utilities Commission (CPUC) would like to hear from you. You are invited to participate in a Public Forum, also called a Public Participation Hearing (PPH), about Cal Water’s application and request to discontinue the CPUC’s fluoridation requirement (A.24-10-003).
This Public Forum is part of a formal proceeding that will be documented and placed into the formal record so the CPUC can make a decision about Cal Water’s request. You can make comments and raise concerns to the CPUC Administrative Law Judge overseeing this application. You can also provide written public comments at any time during the proceeding on the CPUC website.
If you wish to make a public comment, sign up at the Public Advisor’s Office’s table at the entrance to the hearing. Your participation by providing your thoughts on Cal Water’s request can help the CPUC make an informed decision.

Why am I receiving this notice?
On October 9, 2024, Cal Water filed A.24-10-003 with the CPUC to discontinue fluoridation in Oroville. Cal Water requests that the CPUC eliminate the requirement to fluoridate water in the Oroville system set forth in CPUC Decision 54444, which was issued in 1957.
Why is Cal Water requesting this?
Cal Water submitted this application at the request of the City of Oroville (City) following the adoption of the City’s Resolution No. 9284 on July 16, 2024, which directed City staff to work with the CPUC and Cal Water to “take all appropriate steps necessary to discontinue domestic water fluoridation in the City.”
How could this affect my water bill?
Cal Water does not propose any changes to rates in this application. The cessation of fluoride does not require dismantling a facility or removing a capital asset so no capital cost will be impacted. Further, any revenue requirement impact from operations and maintenance expense is relatively minor.
How does the rest of this process work?
This application is assigned to a CPUC Administrative Law Judge, who will consider proposals and evidence presented during the formal hearing process. The Administrative Law Judge will issue a proposed decision that may adopt Cal Water’s application, modify it, or deny it. Any CPUC Commissioner may sponsor an alternate decision with a different outcome. The proposed decision, and any alternate decisions, will be discussed and voted upon by the Commissioners at a public CPUC Voting Meeting.
Parties to the proceeding may review Cal Water’s application, including the Public Advocates Office, which is an independent consumer advocate within the CPUC that represents customers to obtain the lowest possible rate for service consistent with reliable and safe service levels.
