Temporary Leadership Assignments in Central Valley Districts

NewsCal Water announced changes in leadership for the utility’s Bakersfield, Selma, and Visalia Districts, effective Monday. Tamara (Tammy) Kelly is now the Interim District Manager in Bakersfield, while Stephen Johnson has stepped in as Interim District Manager in Visalia, and Stuart Skoglund is serving as Interim Operations Manager in Selma.

The changes come as the former Bakersfield District Manager moved out of the area. The assignments are expected to last until the end of the year.

Kelly has been with Cal Water for 35 years, 30 of which she spent in the Bakersfield District. She was most recently District Manager of the utility’s Visalia District. Her previous roles include Assistant Bakersfield District Manager, Certified Pump Operator, Serviceperson, Storekeeper, Maintenance Supervisor, Operations Clerk, Superintendent of Maintenance Production, and Local Manager. Kelly holds Water Treatment Grade Three and Water Distribution Grade Five certifications from the State Water Resources Control Board. She also has a bachelor’s degree in business administration from the University of LaVerne.

Johnson most recently served as the Local Manager of the Selma District. He started his career in 1995 as an Operations Maintenance Worker in Cal Water’s Visalia District office, before becomingSuperintendent of Production in 2001 and subsequently Superintendent II in 2014. Johnson has Water Treatment Grade Three and Water Distribution Grade Five certifications from the State Water Resources Control Board. Johnson is from Visalia and is an active member of the Visalia Breakfast Lions Club and Selma Rotary.

Before relocating to Selma, Skoglund was a Superintendent for the Visalia District. During his 10 years at Cal Water, he has worked as an Operation Maintenance Worker, Meter Reader, Serviceperson-Inspector, Customer Service Supervisor, and Foreman. He also was in charge of Selma operations for a brief period in 2019. Skoglund has Water Treatment Grade Two and Water Distribution Grade Three certifications from the State Water Resources Control Board, along with Backflow Tester and Cross-Connection Control Specialist certifications from the American Water Works Association.
